I did find some of the wording rather interesting. There's a lot of verbage about interstate and foreign commerce being affected. Is this just an impact statement or is there some other meaning to it?

Simply reaffirming the modern interpretation of the Commerce Clause to justify the Total State. In this case, since the bombing supposedly affects interstate commerce, the feds have their jurisdiction. Don't bother asking how or why.
