A basic error in the premise; it isn't a "gun" problem, it is a people problem. Blaming the tool, not the tools that use them.

It's a judicial problem. The cops are doing what they are told just fine. It must be pretty crummy to do your job and then little Johnny gang bang is then patted on the head and told to "just run along now".
