Alternately, if someone could recommend a smith in Washington who could shorten and crown the barrel and move the sight, that would be great.
 
This is a little off the topic of your post - but Ruger will re-barrel their pistols for a reasonable fee. I had a few done back in the 90's and I think it was only $100 or so per pistol. It would be worth it to call them and ask (?) at least you would have a price that you could compare to.
