Northwest Best Eastern OR Counties for WA Resident CHL?

I am a resident of Southeastern WA (Tri Cities area) and I would like an Oregon CHL. I hear a lot of talk about which Western counties are friendliest to WA applicants but not much discussion about the Eastern counties. I'd prefer to save the time and gas if at all possible.

Have any of you gotten your Out of State CHL from any Eastern counties? How did it go? Who is the most 2A friendly? Umatilla is the closest to me and is the one I usually pass through first when traveling into OR.

I would think Umatilla would be good to go. I'm in Idaho and go to Malheur County. The two times I went, I was in and out in under five minutes. They also send me a reminder, and I go online and book it.
