You do have to get your digital prints or fingerprint cards yourself and photo though.For the average person…. It is most-likely less time consuming to purchase a suppressor from a dealer with a kiosk, or dealer who has the ability to gather and submit your biometrics. Currently, it is not unheard of to receive tax stamp approvals within a week of submission. The dealer should be able to provide a guesstimate.
But… I haven't built a suppressor from a "barrel shroud" or kit… so my knowledge is limited.

THIS! The short version is that you used to be able get your Form 1 Stamp, buy pre formed parts that did not have any holes that would allow a bullet to pass through them and drill the parts to allow a bullet to pass though and call it a day. A couple years back the ATF decided that any and all parts that were intended, manufactured or sold as a "suppressor part" or even something that wasn't a suppressor part but you bought it with the intent to use it to build a suppressor, all those things were, as far as the ATF was concerned, already suppressors. So if you bought 7 cups that fit in a storage tube you now had 8 unregistered suppressors, and because they were already suppressors your one stamp to "build your own" was only good for ONE part, but not those parts because they were already suppressors so you would need a Form 4 to buy oneThere have been significant NEGATIVE rule / regulation changes to manufacture your own. You can run it without the suppressor, or with. Provisio the suppressor isn't integral.
If the shroud is integral, it's more likely a workaround to a barrel length restriction. SBR vs Rifle.
