You can find a lot of information on the public service frequencies as well as amateur radio repeaters in your area by going to http://www.radioreference.com If you go to their database page, you can search by state, zip, city, metro area, etc

I used http://chirp.danplanet.com/projects/chirp/wiki/Home and threw away the Baufeng manuals. Between this site and the youtube sites I was cruising around in no time eavesdropping on folks. I even managed to sell the need for these to my boss for EP, they may save someone's life some day.

My problem is not getting ahead of myself and ordering a base station and all the equipment yet, while I learn about frequencies wavelengths and all the other magic.

buy a $350 dollar scanner, they fit in your pocket and will switch freqs as you cross county lines

A good scanner should be high on anyone's list; web apps like zello or flipboard are nice, but much more vulnerable.

Baofeng are nice; inexpensive, capable. Program and toss it in the glovebox. Check it weekly.
