I don't understand this story. Why is there a "use of force" investigation being made of these officers who arrested this armed robber?

Has it now come down to all officers that use force, having to submit to an internal investigation?

Our justice system seems to have gone upside down. When the police officers arrested the armed robbers, apparently they fought with them and punched them a number of times during the arrest. They never once threatened to shoot them, despite the fact that they knew that the men had just committed an armed robbery with a handgun.

However, the arresting officers are now under internal investigation, regarding whether they used unnecessary force in the arrest of one of the men: Tyree McCoy. McCoy had physical wounds consistent with being repeatedly punched in the face. McCoy is complaining that officers abused him.
