For me it was the PE teacher who that that paddle.

Yeah, the PE teachers. I don't believe I ever saw them use it on anyone though. That was my 8th and 9th grades in junior high. There weren't issues with 12-13-14 year old's like there are now in the semi rural, Mormon dominated, communities I grew up in.

My 8th grade reading teacher loved to play softball.
When in class, if he told you to read chapter > whatever.
During class if you were caught doing otherwise, he would hit you with the ball.

PE teacher was an alcoholic. He was always red in the face and wreaked.
Cross him, he would give you a hack with his custom made hack paddle.
If you cleared a row of benches when hacked, you knew not to do that. Again.
The guy met with angry fathers fists during his time.
