How does one even go about it?
Pretty simple if you plan to comply. Locate an FFL that offers serialization services, take in your frame/receiver and it's just a simple gunsmithing service. No different than taking a firearm in for some trigger work or a cleaning. No ID or BGC is required.

I haven't looked into it enough to know of places in/near PDX, Salem or other... for that matter (I'm sure there are)... but Highline in Newberg and ADR Tactical in Springville are a couple I'm aware of that do it. Both charge the same. $50/ea.
 
Coat of Arms in Keizer offers full engraving services from ATF requirements to custom engraving. Pretty extensive library of images. You can use one of theirs, bring your own, or have them design graphics for you.

I think it's funny how many people quote "will not comply and come and take" yet as soon as a law passes they will make sure to quote the law word for word and feel proud of how well they studied and memorized the law. It's just ironic I guess.

I have LONG said there is only one way to ever "fix" this. Ballot box. All the bluster is just that, bluster. No one wants to make themselves a test case or an example. The great hoax showed just how few will really push back. What they got away with during that hoax and none of them lost their jobs? Now and then some gun owners may just go off and all that does is make us all look bad. The people who don't want us to have freedom will point them them and say this is why we need more laws and a lot of people will agree.

I think you may be mistaking people that are working toward compliance with those that want to know the law to inform others and to know how to fight it. It's been declared unconstitutional by a federal judge and some of us here are gathering information for when to time is right to bring a lawsuit in the 9th circuit. Some also want the community to know just how hard we've been screwed.

Remember, the Republican House compromised with the Dems on this bill (HB 2005) to have the under 21 to possess firearms removed from the bill and were successful. Guess what, the Dems have introduced a bill to make possession of a firearm by persons under 21 illegal for this session. See what compromise gets you? I remember something about knowing she was a snake when you brought her in.

FYI, knowledge does not equal compliance. Do you not think it wise to study the ways of ones adversary?
