I would imagine it's because of departments switching calibers. Any LEO on here familiar with the munitions logistics?

This...and also making room for other equipment and/or using it as a "trade in" credit to helps spend down the current year budget (use it or lose it).

My experience with one fed agency is they have to cycle their ammo stockpile every 5-10 years. Sometimes the LEOs are given a quota as the recycle time that allows them to practice on the range more frequently. If it's a small number of officers, this may not work and there is an excess.
