Try this:

Insert cleaning rod from muzzle.
Drop a nice sharp new oversize bronze cleaning brush into
the open action. A 50 cal brush is probably the biggest you will
find locally. 45 cal MIGHT do it, but it's iffy.
Screw the rod onto the brush.
Pull the brush into the broken case.
Smack the end of the cleaning rod with your hand or a soft hammer.


If it works, the brush bristles will lock up inside the broken case and
drive it out of the chamber.
 
I ended up using this method:

I found a tap that would thread into a .44 mag case without cutting through the brass, I carefully threaded it into the broken shell, then using a wood dowel, inserted from the muzzle end, I tapped it out.
