Arisaka 44? The pictures aren't very good, so it's tough to tell.
 
Mauser stock. Could be German could be Czech (K98 or VZ-24 even).

Value= Unknown due to not being able to see any markings.

Assessment- Not U.S. It's an Axis stock.
