What happens with different case lengths when cartridges headspace on case mouth?

I have read that factory Winchester ammo for 350 Legend has wide variations in case length. What happens when firing a cartridge if it is too long or too short in a 350 Legend AR15 firearm?

A cartridge that is too long won't allow the bolt to fully close and go into battery. Too short is likely to have a light primer strike and not go off.

I have 9mm plinking brass that is all over the place for length but I very rarely have a problem with light primer strikes and the cartridge not going off. I would bet the extractor keep the cartridge from going too deep into the chamber to the point where it wont light off.

Off topic but could you neck size and seat a bullet in a 350 legend case with a 9mm or 357 mag die set?
