You can "mod" the tube yourself, I wouldn't but you could.
My understanding of the law, is that if you have a registered part it can be "repaired" even to the point of being remade provided the original is destroyed. However that must be done by a licensed manufacturer not by joebob's wil-e-coyote garage gunsmithing. I look at this mostly as a CYA move... if you screw up, it's goodbye thousands of dollars, if the MFG screws up, it's just another chunk of metal in the scrap parts bin. This is how things were done with post-86 MGs, didn't handle any transferrable stuff.
