Does anyone know the best place(s) for disabled people to practice shooting, any type of weapon, in the Portland/Metro area or close by. We also need to go through the whole process of becoming a registered owner. Also, where can someone purchase a snub nose .38?

For a concealed carry permit, the state requires you to take a safety course, then you can go to your local sheriff's office with a completed application and fees. Contact your local sheriff for further instructions.
