Having driven in Pittsburgh, I can attest to this. There is also a thing called the Philly Salute. I'm sure everyone can infer the meaning of that one. :)
I'd rather have a Philly Salute than a Cleveland Steamer. o_O
 
My recollection was also that the person going straight has the right of way. I guess because if you were both going straight, you could go at the same time. But man, when I've been sitting and sitting longer than the other guy, I only concede that right of way to him for the shortest time (nanoseconds) before I'm going for it. :p I've been flipped off before, no biggie.
I 'm sure you are correct by the manual and Oregon law, but by common courtesy most people would wave the person waiting longest to go first rather than flying a finger showing their IQ.

The problem is that courtesy carries no weight of law.
 
Today guy cut accross two lanes and stopped right in front of me and turned his blinker on. I had to brake suddenly (not quite a skid but pretty close). Apparently he saw a parallel parking space and expected me to backup so he could park after his rude and illegal move. :s0054:

OK...so I've been driving for like..almost 40 years.

But maybe I'm just wrong here...

I was turning left into a two way street. I had a stop sign, the cross traffic does not. The opposing side also has a stop sign. I got to the stop sign and waited for about 15 seconds for traffic to clear because I was turning left. A truck then approached opposite me..he also has a stop sign..and was going straight..no turn signal on.

When traffic finally cleared, I went into my left turn. The opposing truck also drove forward. I was a bit ahead of him and kept going. He got all pissy and flipped me off.

Was I in the wrong? Isn't there a courtesy rule? That dude knew I was waiting forever before he even got to the stop sign..

If I'm wrong I'm wrong..help me out here..

You were there first. That's the rules of the road. Besides the truck driver should have been aware you were there first. Maybe he just wasn't paying attention. A lot of that now days.

Well the thread is about "Courtesy"? So courtesy would be allowing the driver there first to go. Not the same thing as two drivers coming to a 4-way stop at the same time? Law states that in that case the driver on the RIGHT has right-of-way, and should go first. Though in potland they're too dumb to know that.
