Anywhere on public lands will have elk, youll need to buy a map to get around the forest from there just explore and find closed roads to walk.

20 years ago I hunted Niargra Road off Upper Nestucca River Road. Just as you get onto public land, the closed gate to the right went down to a log bridge creek crossing to an old farmstead. An old truck and implements were there and are probably over taken by the forest by now. That whole area, nearly halfway to Wilamina, was full of elk back then.
