I'm pretty sure judges don't "officially" instigate cases, they only preside over and judge cases brought before them by prosecutors, who in turn have it brought to them by the LEO's of all the various agencies.The sheriff just made an enemy of this judge. It would not surprise me if this judge starts targeting the family of the killed deputy for the death of the suspect.
Sadly the black robes who do this never have to enjoy the consequences of turning scum loose over and over again. Really a damn shame those who want to coddle the scum do not have to have them as neighbors.
