To qualify for service in the military, and by extension, Organized Militia as laid out in the US code; one must be able bodied, and of sound mind, as well as being able to communicate without technology ( ) .

BUT; I do believe the Courts have consistently ruled that disabled people have the right to self defense, in a broad sense. Else, States and Federals would have to assign armed bodyguards to specific people to defend them

I have yet to see hordes of intellectually disabled people signing up for the Armed Services. Plenty of dementia patients in the Administrative roles above Colonel though
