I find myself dealing with a certain terrible neighbor again, obnoxious and loud (not a woodpecker this time lol), has no respect for the neighborhood, racing around, and blasting music. Cops are useless/unwilling to do anything, as they have been for years. I've gotten legal consultations and they all say there's not much to do. (I do plan to move, but finding the right place is an uphill battle at the moment; although, I am making headway.)

Anyway, I am frustrated and thought hearing stories about how you (or a "friend") has coped/dealt with seriously annoying people would help ease my frustration.

I moved, several times. Before I moved to the boonies (which did the trick - very very quiet out here - really really good neighbors) I leased a nice house in Hillsboro west of Tanasborne, east of Cornelius Pass road, south of Cornell road - that area. Nice neighborhood, no real problems with neighbors, but being in the city it still wasn't quiet enough for me - mostly normal city noise, but I did hear the occasional gunshots - seemed to come from over towards Cornelius Pass road - never could quite figure that out.

The only noise I get up here is airplanes; I live on the mountain between Scholls and Newberg, and I get aircraft traffic to/from Hillsboro, but mostly from Stark's airport. Not a big deal, mostly just the occasional small private fixed wing flying over, sometimes commuter jets/turboprops.

Today though, there was a helo orbiting about half a mile from me and that got me paranoid - last time I heard that was when we had the fire in September. So I came in and checked - no reported fires - we had some precip that last couple of days so not much danger anyway, but still, worrisome. Don't know why the helo was orbiting - no crime up here, and it isn't XMas tree season (they use helos to haul the trees to the trucks).

Up in everett, wa, I lived in a cheap duplex among a number of other identical duplexes - had noisy neighbors playing mexican polka band music, stealing stuff from my carport, kids playing in my yard, people walking thru my yard, several drive by shootings, occasional arguments, etc.

I was glad to move out when I finally got a job here.
 
I have one, possibly several neighbors currently who just love to let me hear how great the bass is in their home stereo. Granted, they play it at roughly noon but working late, I'd sure like to not hear it. Sometimes they have parties in the backyard carrying on until the wee hours. There was one evening I played loud porn on the computer with the window open while they were not shutting up late at night and I haven't heard them as often since

The duplex I lived in was a mirror image to the others nearby and setup in a row. My neighbor who owned his duplex had a girlfriend. During the summer I would have the bedroom window open for some air and it would be facing their bedroom window about 20' away. The sounds coming from his bedroom in the middle of the night led me to believe porn sounds coming from my house would not disturb him or his girlfriend.
 
Are the neighbors breaking any laws such as violating speed limits and being loud and disturbing at night? If they are and the police refuses to do anything, you can try appealing to your city council. They are typically more sympathetic to these issues and can motivate the right folks to help you out. If you have other neighbors who are also irritated, you can collect signatures from them for the appeal to your city council.
 
I've been really lucky to have really good neighbors. In the 21st century it's harder to be neighbors than ever. No longer do you know the people some 20' from you. I try to be nice, respectful, even then I find that I've done something to piss someone off. Though we get along, I don't think one of my neighbors likes me much. That's fine, we don't need to be best buddies. Christmas cookies go to each neighbors each year, that helps mend any woes. I've always been of the opinion, kill them with kindness. Bring over a six pack, make better introductions, etc. I don't like the idea of moving as an only option, if peace can be made I'd rather go that route. Best of luck!

We've been pretty fortunate as well.
One exception was a neighbor at our first home. He was a total prick. We were to have a meeting one time about the roof debris that ended up in my driveway from a new roof being put on his place. I was running late due to work obligations. I pulled into the driveway. I got off my motorcycle and he was yelling at my wife already. It was a brief meeting from that point. It resulted in me telling him that if he crossed property lines he would be treated as a hostile, uninvited, intruder. I advised that it would be in his best health interests to contact me by phone and that it would be best if one of his employees was sent to my side of the property line in the future. He didnt like that. I told him that he already had a history of abusive behavior towards women(my wife) and that i would not tolerate any further problems with him.
I had a lawyer friend reach out to him via phone and explain the next steps in obtaining a restraining order against him. He also mentioned some stuff about suing the crap out of the guy and taking everything he owned. It was mostly smoke up the guys butt, however it did what it was intended to do. He was pleasant to my wife and the interactions i had with his employees were stellar. They confirmed that the guy was bonafide dickhead.
 
I have a neighbor who is a patronizing self-righteous card-carrying commie a*hole who works for the ACLU. When he moved in he let me know where he stood right away. I never said a word to him about my politics. We don't have signs on our house or stickers on our cars. So for him to take this approach, was presumptuous and offensive. This SOB has a framed hammer and sickle in his living room ("art") which I can see from my patio, because he built his house as close to ours as legally possible... I mean I could literally spit through his window, that's how close he built his house... He did this to maximize his yard space on the other side, with no regard for his new neighbors. Now both of our houses look ridiculous. And every time they hire someone to work on their property (because neither of them knows how to work a screwdriver) our patio and our windows get covered in filth. And he and his wife become angry when we point this out to them. Most recently their drip irrigation line broke, spewing water all over the easement behind our houses. These idiots just let the water run out for weeks. Probably too stupid to understand how to turn off a sprinkle system.

Thankfully my other neighbors are fantastic.

Back when I was lifting hard, I was pretty big and very strong. My neighbor would leave on Sundays and his dog would be chained on their car port. The dog was a German Shepherd that failed police school apparently. Anyhoo, he would bark literally until 3 or 4 in the morning, which, incidentally, was when I had to wake up to go to the airport on Mondays.

One night, after about a year of this, at 1:00AM I went over to his gate on his yard and started trying to get someone, anyone, to come out and silence the dog. I did not have his phone number.

These were my drinking days. I'm certain I was not completely in the right on how I handled it.

I was clad only in a pair of boxer briefs and flip flops, I basically ripped the gate off the rails walked up to the house and started pounding on the door. Turns out the POS kid was home and HAD BEEN THERE ALL THE TIME. I told him to make sure he kept his dog in the house please. Probably not nearly this nice.

The cops showed up at my place 30 min later, supposedly I had broken the gate and been trespassing, blah blah. Basically I was half naked, jacked on adrenaline and Jack Daniels, trying to go to sleep....Never heard another word about it.

The neighbor is civil these days and so am I, we were both much younger then.

My 'hood is mostly old people (perhaps myself included lol), so it's dead silent most nights (probably bad phrasing there but oh well lol); however, in recent years things have been changing.

Or 2AM if they are keeping you awake by having loud sex with their windows open
Now that I've set the stage of how quiet and inactive this 'hood is... One night, at midnight or so, I was outside doing some night photography/light painting. I hear some screams from a neighbor's house... a younger woman. At first I thought I was just hearing things, but then it happened again.

I realized I need to go investigate in case this girl needs help... as I walk closer to the neighbor's house, the screams get louder. I pause for a moment to assess the situation, and then I hear different type of scream... one of "considerable pleasure".

Turns out my neighbor's son was staying for the weekend (I found out after chatting with the neighbors a while later, without mention of my "investigation"). He must have brought a girl home. I assumed at first she needed some help, but now I can say for certain that she was getting alllllllll the help she needed.
