Who is the preferred FFL for doing these transfers in Portland areathat does not cost an arm/leg? I usually use Silencer Shop, but it seems like the "free" silencer will need to be transferred separately from the original purchase.

You can still use Silencer shop. Have Silencerco send it to the SOT you use with SS. They will ship it to them under a form 3. Then the Eform 4 can be done with SS and you will have to pay for the form 4 and the SOT's transfer fee.
