Yep. In Oregon and throughout the USA where legal by state gov, a silencer, (also known as a "can") is the same legally as a short barrel rifle or machine gun. Slightly different paper work. Same long FBI back ground check time. Sometimes one year.

Picture and fingerprints necessary. A $200 Federal BATFE tax stamp required for possession. Lots of Forums dealing with silencers. Once you shoot a very noisy gun with a can you will NOT want to shoot that gun again without a can. Hearing protection.

I prefer the correct term...."suppressor". "Silencer" is so 1950's Hollywood.

Serious question though.......what does the NFA paperwork call them? Inquiring minds would like to know.

Can you pass a background check? If that's a yes, then all you need is money and time, plus a threaded barrel to hang one on.
Find a local gun shop that sells them and they will help you out.
 
If you're a criminal, no.
If you're a law-abiding citizen, yes, you must.
If you're a troll, you need to register with the ministry of magic -- oh, and watch out for those underage Wizards stuffing wands up your nostrils.

The correct term is silencer.
See the patent any of the early patents:
Patent US1482805 - Silencer for guns

You will also never see the term 'suppressor' on a Form 4 or in the NFA making Silencer the correct legal term.
 
LOTS of info on the net. Silencers/suppressors are an NFA regulated item and require a tax stamp and proper documentation submitted to the BATFE. Google search how to lawfully obtain and own one. Or stop by a reputable LGS that sells them. They will help you through the process and paperwork.
