Looking for a friend who is relocating to Whidbey Island, where can one go shoot rifles in 22lr and 5.56?

Public / Private - so long as there is not a 10 year wait list.

Preference is for a range, so the family can come. But, in the forest is OK.

I haven't been up there in years, so I really don't know. You can look on the Washington fish & wildlife departments website and they should have a list of public ranges or private fee ranges listed. I think there is a range near Coupeville, but I don't know any details. As for forest land to shoot on, you really have to drive up to Mt Baker / Snoqualmie NF. Really no forest land on the island to shoot on, and that place is really populated now.
 
There's a range ON Whidbey island, isn't there? I used to co-lead a PNW training group, and PNW-North trained somewhere on the island. At a facility.
 
In looking thru the Appleseed information, I have found there are 3 or 4 ranges in the area - 2 on the Island itself!

I have no idea about wait lists and such, but I passed those along.
