I'm so confused...the act goes into effect immediately (Sec.23) yet Section 2 of the act, relating to transfer, goes into operation 90 days after signing (Sec. 20). So much for clearly written legislation.

this 2015 Act takes effect
on its passage.
This came up during testimony as well on Monday. The original bill, as written, does state 90 days, which I believe is required for any 'standard' bill. But the addition of the emergency clause, tagged on later, does not alter the text of the bill, but does bypass the standard 90 day waiting period. Again, this is based solely on what I've been able to find online in the Oregon system, YMMV.
