Some of the rifles are available for partial trades, some are not. I can ship to an OR dealer but I am only allowed to sell guns at my shop and gun shows in WA.

does it apply to the licenced gun dealer only or even private party regular people, sorry I have been bringing semi-auto rifles to WA to sell them and trying to get some in from WA sellers just incase if something fun pops up

There are no private sales in OR and WA, everything has to go through a dealer and anything across state lines has to go through a dealer.
