Resizing 308 brass for 7mm08

Yes, you can.
It's really easy to resize a 243, too. I've not done the 308, but with the 243 case I didn't need a special die. The expander ball in the sizing die did a beautiful job.

RL15 might be a good one. My wife's 7mm-08 has a really short barrel and I think I needed a faster powder. If your barrel is 20" or longer, it should work well.
