As referenced, there are unique in-state WA requirements for semi-automatic rifle requiring proof of training for I-1639 compliance. A CPL no longer avoids a waiting period on handguns, based on gun control zealots imposed restrictions.
When in compliance with these provisions, transfer is no problem.
