We have a Pearl Harbor right here, with JBLM and the whole "concentrate as much as possible into a handful of Superbases" crap that BRAC has been trying to do for decades i the name of "costs." USAF wanted to replace B-52s one on one with B-2s and B-1s, Congress balked. Same problem with F-22, USAF wanted replace F-15s with F-22s for active squadrons, Congress refused. Edit. The problem both times were Congress refusing to spend more, so they cut numbers, causing cost per plane to skyrocket.
