Obviously it is not performance based. Destroy the Rose City and get a huge pay raise. Makes as much sense as the rest of Portland's government.
The voters got what they voted for, now they can live with it.

No not performance based raise, but he gets a 17% salary bump just to get him on an even playing field equal with the 17% overall cost of living for the privilege of living in Multnomah County since he took office .

I think mayor only getting around 150-k..+ perks . but, it all the other-$$$ under the table side-hustles that make living worth while...LOL .
