I've never been able to get it locally. I can't give you a comprehensive list of every place I tried, but I've called "everywhere," and never scored. Brownells, man.

Ole's Gun Shop in Salem has it if you find yourself down this way Wed-Sat.
Or can get it muled.

ETA: I don't know what you are planning for your Pietta, but be aware that Oxpho-blue isn't real wear resistant. I really like it for it's anti-corrosion properties, and it has great color and luster for a cold blue.
It just doesn't hold up well to holster wear, or other surface friction/abrasion.
