Basically attempting to enshrine gun control into the constitution. It seems more just political posturing in his bid for head stooge, but will be interesting to see how many and which states join in.


The highlights:
1) Raising the minimum age to purchase a gun to 21
2) Universal background checks
3) A reasonable waiting period for gun purchases
4) Banning the civilian purchase of assault weapons
5) Allows states a blank check to enact any gun control laws they wish to "ensure safety" of it's citizens.
 
#4 is way too broad in its current wording.

Especially considering 99% of folks can't define what an "assault weapon" is.

Thing that goes up!

When 27-28 States have adopted permitless/Constitutional Carry, and when many counties have some version of 2A Sanctuary along with States 2A Sanctuary proclamations..... yea, good luck finding 38 to pass the 28th proposal :rolleyes:
 
Ol Gavin should be careful. The real power of constitutional amendments rests with the small states.

How about the small states get together and say too much power rests with the big states? There are 4 states with more than 20 representatives. How about we change the constitution such that no state gets more than 20 representatives? The other 46 states could hold a convention and ratify such a change, and the 4 big states would have zero say in it.

This Same Gov'ner may be the Dems TOP choice for POTUS if/when Pedo Joe is forced to step down, or doesn't run!

SCOTUS has already ruled most of "his" demands as unconstitutnal, so that's a non starter.
There is NO CHANCE IN HELL it would pass congress, let alone a Convention of States, only 10 states would support it, and even then, it would have serious pushback!


Note, there is also the Michal Moore 28 Amendment proposal, which basically removes the 2nd entirely, and replaces it with a Gov Ran Protection Racket, See the Colorado Sit ins!
 
I really hope some red state governor comes along and proposes their own 28th amendment:

1) Affirm that the rights to arms is an individual right.
2) Constitutional carry in all 50 states.
3) Greatly limit any gun free zones to courthouses, prisons, and aircraft.
3) Any gun free zone creates a strict liability. The government is liable for defending you anywhere it disarms you.

Yeah, I know it won't pass. Neither will Gavin's. But what this does is anytime the democrats try and play up the "28th amendment" it is possible to respond with "which one?"

How bout we increase size of the House to 3x, in keeping with the population ratio as was law before 1912? Also, by increasing House Reps, we could and should reduce the staff to say, 10 each or less.

To add an Amendment to the Constitution, the traditional way.. requires that 3/4ths of the States ratify and pass it.. ie... you need 38 States to pass it. With 27-28 States already having permitless/Constitutional Carry, and a majority of States (more than half) having already decided that most of these, if not all 5 items Gavin wants, are not in their best interests... it's going to be just about impossible to get to 38 States to pass it.

The Constitution provides that an amendment may be proposed either by the Congress with a two-thirds majority vote in both the House of Representatives and the Senate or by a constitutional convention called for by two-thirds of the State legislatures.

A proposed amendment becomes part of the Constitution as soon as it is ratified by three-fourths of the States (38 of 50 States).

How likely do you think either of these requirements would occur?

Nobody will seriously waste any time on this. Not just because it's a stupid idea that will go nowhere but because they all know that newsom is nothing more than an oily, self-promoting pimp. They also know his presidential campaign will fold as soon as people start asking about his banging his pal's wife, his blaming it on alcohol then lying about going to rehab. Then his posh dinners at the French Laundry while the PRK is in lockdown. And after that, they can point to California's race to the bottom in education, crime, homelessness, roads and general quality of life.
Come to think of it, I bet that Haiti will soon be building a wall to keep Californians from sneaking across their border.
