Washington County is super easy/fast. Not sure about out of state residence though. May have to be on a bordering county. Not sure though.

I went through this in reverse. Got my Wa CHL through Vancouver PD and it was a smooth experience. Faster. And doesn't expire as soon.

Good luck in your search. I hear Marion County sucks.
 
I don't know how closely the sheriff scrutinizes it, but when I was living in the Couv, I applied for a non-resident. Everything went well as expected (my 1st CHL was from them and multiple renewals over many years), till I got letter from the CHL unit stating that the Sheriff wanted to know my reason. I replied, that I had family there that I visit at least every couple weeks. Shortly after that, I got my CHL in the mail.
 
Isn't it great we have to have a compelling reason to exercise our constitutional right to be able to protect ourselves traveling? I feel so much safer this way. :rolleyes:
 
I did this a few years ago in Multnomah County. Compelling reason was personal protection while traveling. Appointment was fast and easy (especially compared to my local King county). It did have to be at a border county though.
 
In the past clackamas county has been very pro 2A. I remebr a video on the news of a lady that got robbed at gunpoint when she went back to her car at the Mongolian bbq I think it was. The sheriff said everyone should arm themselves and come get a permit. They seem pretty cool, unless the sheriff has changed since then.

What amazes me is in most commonwealth countries like Australia, Canada, Britain and probably a bunch of others self defense is NOT a legitimate reason to own a firearm. Australia has even banned pepper spray. They don't want anyone defending themselves, only relying on the police. Only reasons allowed are sports competition (no training for self defense is allowed) or hunting.
 
I've been toying with this myself as I do have extended family in West Linn I see every once in awhile, so I'm stewing on the idea to see if it's worth my time and expenditure.
The whole "compelling reason(s)" idea by itself shouldn't even be a factor. Is the 2A language in the BOR not enough to compel the agency to issue a non resident permit to a free American citizen?
 
Yes, needs to be a border county. I got mine in Sherman county in the town of Moro. I was moving outa central Oregun to northern Warshingtun and traveled thru there often. It was quick and painless as I already had the Ore. CHL. Maybe that helped.

You understood my sarcasm, yeah most on the left dont want individuals having the right to self defense, particularly if its lethal to counter lethal threats. Ive noticed that most countries anti gun proponents use as a model for US gun control are that way yet at the same time they will tell you they support a persons right to self defense. Then they ban pepper spray.
 
We have kids Grandkids and now Great Grands in Southern Ore. I have been getting by with open carry when there but am thinking of getting a non Resident permit as we are spending more time there. The cost is the same and the three counties I asked all used the same process. I'll probably use Jackson or Klamath county just because they are the most accessible to me.
