Newbie question: as primers are somewhat hard to find in Oregon, I'm on a road trip to Arizona and stopped at cabelas here and found a small quantity of federal small pistol primers... I bought two bricks which was limit. Can I use these just like #500 cci primers? As i currently just load target rounds in. 38, .40 cal and 9mm

Yes, with the standard advice. Reduce charge slightly and work back up. Not usually a big deal with pistol cartridges but there are some powders that can be pushed over the edge if you're loading close to the max. Vihtavouri's 3N37 is a good example of one.
