Not captitulating on any up coming laws just asking if storing an AR style rifle by seperating the upper and lower eliminated it from being considered an assault rifle. As long as they are not connected are they subject to any classification?
 
The lower has always dictated what it is. That said if you take the bolt out of a rifle, isn't it still considered a rifle?

Sorry if I missed the context of the question.
 
Can the lower by itself be considered an assault weapon? Do you own an assault weapon based on a collection of parts alone?

That is a gray area. In California, where they have been writing "assault weapon" bans for a lot longer time, separated upper and lower AR-15 receivers are NOT considered to be a semiautomatic firearm.

3. With regards to an AR-15 style firearm, if a complete upper receiver and a complete lower receiver are completely detached from one another, but still in the possession or under the custody or control of the same person, the firearm is not a semiautomatic firearm.

Oregon lawmakers are much newer and far less experienced at it so they haven't really thought about nuances like that. They just want to get an "assault weapon" ban passed so they can pat themselves on the back and brag about how they have reduced "gun violence".

Even the little separated bits, no matter how small, standing individually on the shelf will cause the proggies to wet their pants.
