Shoulders get set back more than they need to be, causing the above-mentioned problems. There are 3 remedies I know of:
1) neck size
2) FL size, but stop short of die-shellholder contact
3) FL size using Redding Competition shellholders, which are of different thicknesses.
I do 1 a lot with bolt guns (not semiautos!). I find 2 dubious because of variations. I like 3; the shellholders are not all that expensive. Mostly you just need 2 sets, one for .223 sized case heads and one for .308.
