The government would have to create a whole new branch to investigate thoroughly before announcing that it saved the individual taxpayer $6.00 buy spending $1,000,000!

Actually, I was thinking more along the lines of simply banning the purchase or sale of powder period.

Maybe the powder companies are using volumetric measures vice dispensing by the pound. We reloaders check our powder throwers every so often to verify. How many of us have gotten in a hurry or got comfortable with the powder and thrower and stopped verifying for a short while? Not saying that them allowing a short product out of their doors, just looking at a possible explanation.
