These are the hex typo screws and I tried to loosen with a pittsburg multi hex tool and could not. I placed some gentle muscle on the screw and it would not budge. Just installed off center by gun smith--who is not local. Ideas?

Call him and see if he used Loctite? you may have to deal with that first. I would also make sure that your tool fits very tight so you may have to get a better brand.
 
I'd contact the smith first and if that doesn't get you where you'd like try a small impact driver, go easy at first. Just need t get the screws moving them should be good by hand.
 
If it has been loctited, unless its the high strength, (needs heat) Acetone will soften lessor Loctite with patients on your part.
It will also mess with plastic, paint etc so be careful where its used.
Lets hope it its not cross threaded.
