Thats my take right now.
Doesnt leave me with a warm impression of Hornady ammo though. Or the idea of using their brass for my handloads.
I'd email Hornady and let them know, they might be willing to send a replacement box or refund. They might not even know there's a problem with it yet(low chance but possible), lots of people never report issues and just toss the ammo or store it away.

well, this box is several years old now.
 
If it's from 2019 to 2022 than it's likely a batch of out sourced brass. I've got some from than and I get maybe 2 or 3 firings before the case is no good.
Probably closer to 2019 off the top of my head. I wasnt reloading then and was buying up ammo for the next shortage and got up around over 200rds of Hornady. I do recall back then seeing some flat primers.

Very interesting and good to know info. Confirms I wont be using that brass now for pet handloads.

I just thought about this and not sure why I didn't think of it before. It could also be that the brass may not be the issue, it could be the powder given that time frame as well. Seems that might be more likely since you said it happen to both case and primer.

Could be. I wouldn't have any way to confirm but my guess is it was Hornady's QC because that particular box of ammo had an extreme spread of 174fps. I cant imagine getting that kind of spread without really screwing up charge weight dispensing.

It's likely that the weight, type, style and/or mixture of the powder which would cause all those issues is the culprit.

Quick post, today I fired the Hornady factory ammo to fireform that brass and found pressure signs and split cases.
With factory ammo.

I've had too much Hornady brass die after 3 firings. Looks purdy, but it's sheite.
Federal, I get neck splits and loose primer pockets.
If I'm doing AI or other wildcatting, I'll use Lapua, Peterson, Norma or PPU.

Peterson is my go to but they dont make 25-06.
I cant find it in the others except Norma. Looks like I made the right choice with Norma. I have only 50 cases but will have to pick up a couple more boxes to be set (tired of supply chain issues).
 
I load for accuracy first, velocity second. Not happy with anything less than 1 moa, prefer .5 or .75. I've used them all. As long as everything else is good, I've found no significant difference.
