The explanation and summaries went no where. Could not get to the links so not sure what this is.

Requires a statement of justification why a bill should be declared an emergency bill, stating the reasons, and the differences between normal circumstances and the emergency circumstances that make it an emergency. Probably easy too get around if you have a bullet proof majority in the legislature, but at least it's something to debate and slow things down.
