Just to play devil's advocate, they may be refreshing a stockpile of existing product that is either expired or near expiration. Updating and refreshing emergency management supplies tends to be deprioritized if there are budgetary constraints or change in ownership / responsibility without corresponding changes in budget allocation for the new owner / responsibile organization. Timing is certainly suspect, though.
