So Washington state passed hb 1163.A Completely unconstitutional bill. It's laws like these that make law abiding citizens into outlaws. I no longer take anything this state does seriously. Nor will i give up my constitutional rights to a corrupt government
 
The state patrol says it will cost $13.7 million in the next state budget to handle the new program. The amount rises to nearly $20 million in the 2027-29 budget. Fees collected for fingerprinting and background checks would offset the cost of the new permit-to-purchase program, according to a fiscal analysis.

Rep. Cyndy Jacobsen, R-Puyallup, offered an amendment Friday night to delay the permit system until the state patrol has implemented a program to certify firearm safety courses.

Washington's bill now heads to the state Senate.

Obviously the previous gun control measures have proven to be ineffective. They will stack laws on us and let up on the lawbreakers. Murder is already illegal.
 
One ban or law didn't work so let's make another ban of sorts.... I'm not getting a permit to buy what's left of what I can buy. I'm sure this will be a line many won't cross, especially because they will track the sales with these permits, going ham on a registry which is unconstitutional at best. It's another money grab and an unconstitutional overreach of rights.
 
It's clear, they want to tighten the screws more on citizens and FFLs to make using your rights under the 2A as much of PITA as possible. Soon they will blame ID state for being some kind of "Iron Pipeline" of guns and related crimes. The initial funding is an issue, but like the other crap they bring to the table, that money will appear out of thin air aka taxes, fees etc.

What does hb1163 do? So many bills I have no clue what they are by their number. Is this the "kill even more ffls" bill?

The HB1163 permit to purchase/live fire training requirements:

The permit would not replace the time-of-sale background check or minimum 10 business day wait either.

So the permit would require a fingerprint-based background check, additional training requirements including a live-fire training from a course certified by WSP, and waiting up to 30 days (or 60 days if you're new to the state).

Then every purchase would require a valid permit (Good for 5 years) plus another background check and the minimum 10 business day wait.

Chances are, it will drive down business with some FFLs, who knows.

SO - is there funding in this bill to finance the 'state patrol' to implement this 'safety course' ?

Ahh thx! I'm really out of the loop. I thought WA had already passed a permit to purchase law.
 
We must need at least a couple more laws here. If this one passes it will be a year or better and we will see gun owners come to the net screaming since they just found out it happened. Those who chose to ignore what is going on always get real angry when it finally bites them :s0092:
 
This part is absolutely the most ignorant and incredibly stupid thing that could be said with regard to this:

Rep. Darya Farivar, D-Seattle, said the new requirements will bring a greater sense of safety to neighborhoods like hers, Lake City, where gunshots can be heard nightly.

"They keep us up. They confine us to our homes as an unofficial curfew," she said. "This legislation will lift that unofficial curfew and let us sleep."

What ? - are guns and the shooting they hear going to just 'disappear' if this passes? Do they even consider the fact the shooting they hear is probably being done by criminals, and possibly non-legal gun owners - who most likely have no idea of this bill, or even care if they did and much less if it passes?
