So, my only question is are they made to be watertight and light enough to float?
They don't have to float to wash up on the beach. Lots of things that are heavier than water wash up. Water provides some buoyancy, so things don't weigh as much in water as they do out of it. Consequently currents, particularly when extra strong such as during storms, can push some very heavy things up on the beach.
