I got this from an estate and it appears to be complete, although I have never used it.
This tool allows you to apply grooves to either jacketed bullets or onto straight-sided pistol cases.
Very similar to the Corbin model HCT-1 cannelure tool. I reached out to Corbin and they thought it could have been made by Ted Smith who has written books on aspects of reloading.
There is a piece of angle iron bolted to the bottom of the tool so it can be mounted in a vice, it could be removed if wanted.
