An Oregon dealer can also do the transfer to a Washington resident on a long gun, as stated no FTF though.

How does this work? I thought only the FFL of your own state could transfer it to you, ie. OR FFL transfer gun to OR resident, or WA FFL transfer gun to WA resident. If you are OR FFL, and you're transferring it to WA resident, doesn't that skip the state FFL requirement?

A Washington resident can buy a long gun from a dealer in Oregon. An Oregon resident can buy a long gun from a dealer in Washington. Neither can buy pistols from the other state. An Oregon resident can send by common carrier in accordance with their internal rules any gun directly to a dealer in Washington who can then transfer it to an individual and vice versa .
