For a Klickitat County Resident (WA), what OR county will issue CHL permit?

What county in Oregon is issuing CHL permits for WA residents these days? I'm asking for a friend in Klickitat County, WA.

With my limited understanding, your friend might be best served getting a Utah permit. There is a fellow who does classes through The Dalles on a regular basis.

The other option would be to have them call the Sheriff's office in Hood River, Wasco or Sherman county.

We use Sherman County, call first. They seem very helpful.

I would contact Sherman County first.
They seem to be "CHL Friendly" to non-residents and residents alike.
Grant County is another that has been friendly to WA residents.

Oregon does not honor any concealed carry licenses from other states.
