That new building that collapsed was getting the curtain walls installed, structurally it was completed, makes me wonder if it was engineered properly, a new high rise shouldn't collapse in a moderate earthquake

Not engineered properly or not built properly? In Bangkok you can pay off the inspectors and cut all the corners you want to for saving money.
