Got some 22LR and it turns out the jackets are corroding on the whole batch (see pic). The cases look okay.

Is it safe to shoot?

I fired lots of copper plated 22LR as a kid, as that is what my Dad typically bought. Lots of his older stock looked like these, with some discoloration or corrosion. Never noticed any issues when making a tin can or fired shotgun shell dance upon impact!
 
What about corrosion on centerfire cartridges, are those also of no concern?
Depends on the location (case or just the bullet) and type of "corrosion". Dark discolorations are diffrent than green fuzzy corrosion and more of a potential issue on the brass cases vs. bullet jackets.

If it's the same as the OP's photo then you're pretty much good to go.
 
Those bags are useful for all kinds of things.
Yeah. I picked up using them from my grandpap that used them as ball sacks. Kept them well cushioned from deformaties and clean from friction with the soft material.

Worked so well for him I started using them too.
