Ran across this bit in yesterday's Sunday Oregonian while following the page-one story on the Asian Fruit Flies invading the valley.

Story has Pres. Clinton admitting that his/our pressure on Haiti to lower their import tariffs to allow in rice as food-aid (during a previous crisis) knocked out their local ag industry, so now they are completely incapable of feeding themselves and will be dependent on us and the world for their food, indefinitely -- or at least until the world builds them a new ag industry and then shuts off the flow of cheap food.
To me, the bigger picture is that as long as one insists on baby-sitting people they will tend to remain dependent. Witness the rising tide of entitlements in this country.
