the laws seems pretty clear that it's ok in WA to cc as long as it's not a federal building or 21 or over. Am I missing something that would prohibit cc in a place that sells liquor,but doesn't serve?

RCW 9.41.300 contains the info you need.
Unless it is specifically deemed off limits to minors per the LCB then you can legally CC or OC.

Liquor stores are not 21 and over establishments. You need to be 21 and over to BUY the liquor, but you don't have to be that old to ENTER that area.
