Can you buy 9.9 x 47R cartridges or is that strictly make your own?

Looking into this further I don't see any record of 9.9 x 47R so maybe it was a misprint and should be 9.5 x 47R?

I see cases for sale on gunbroker for 9.5 x 47R but don't see loaded ammo.

Strictly a labor of love. The 9.5x47R has been obsolete in Germany for for a very long time. I'd think anything that takes it would be an antique and many people wouldn't want to hazard shooting it. Which isn't to say that antiques cannot be used, but some of those German double rifles and others are priced up there.

I see available cases are made from reformed .45-70, but it also looks a lot like the .43 Spanish. Either way, more a wall hanger than a shooter.
